On August 3, 2024 the University of the Cordilleras (UC), through its Master of Arts in Political Science (MAPS) students, in strategic collaboration with the Local Government Unit (LGU) of Galimuyod, successfully conducted a Seminar Workshop on Local Legislation and Parliamentary Procedures. This academic-community engagement initiative exemplifies UC’s commitment to advancing the United Nations Sustainable Development Goals (SDGs), particularly SDG 16 – Peace, Justice and Strong Institutions, SDG 4 – Quality Education, and SDG 17 – Partnerships for the Goals.
The workshop aimed to enhance the legislative competence and governance capacity of barangay officials, aligning with Target 16.6 (develop effective, accountable and transparent institutions) and Target 16.7 (ensure inclusive and participatory decision-making). The event was honored by the presence of Vice Mayor Kulapu Trinidad, representing Mayor Jessie Balingsat, and Liga ng mga Barangay (LNB) President Moises Galangco. From UC’s Graduate School, Professors Dr. Geofrey Kidlo and Dr. Ferdinand Lawan lent their academic support.

Keynote Speaker Hon. Joanne Asencion Valdez-Diaz delivered an inspiring address on the role of local legislation in sustainable development. Dr. Eleuterio SC Sision, a seasoned academic and former Vice Mayor and Councillor of Manaoag, Pangasinan, served as the resource speaker, sharing valuable insights drawn from both scholarly expertise and public service experience.
This initiative also supports Target 4.7 of SDG 4 – Quality Education, by promoting lifelong learning and civic education among local leaders. The collaboration between UC, LGU-Galimuyod, and community stakeholders reflects Target 17.17 of SDG 17 – Partnerships for the Goals, showcasing the power of academic-public partnerships in fostering inclusive governance.
Special recognition is extended to Sir Garry Aldu’s MAPS class, the Municipal Local Government Operations Office (MLGOO), Liga ng mga Barangay, and the dedicated staff of LGU-Galimuyod for their instrumental roles in organizing the event. Mayor Jessie Balingsat’s full support underscores the municipality’s commitment to grassroots development through sound, inclusive, and practical legislative practices.
This seminar-workshop stands as a testament to UC’s role in shaping future leaders and strengthening local institutions through education, collaboration, and sustainable development.
