Leadership 4.0: Digital Transformations in Government

On July 19, 2024, the Political Science Interns hosted a groundbreaking event titled “Leadership 4.0: Digital Transformations in Government” at the Happy Hallow Barangay Hall. This event aimed to shed light on the integration of digital technologies in local governance, marking a significant step forward for the only indigenous cultural community in Baguio City.

The event was well-attended by barangay council members and various leaders of the Happy Hallow Community, reflecting a strong commitment to embracing technological advancements for the betterment of local governance. The presence of esteemed speakers, 𝗔𝘁𝘁𝘆. 𝗕𝗿𝘆𝗮𝗻 𝗖. 𝗗𝗼𝗻𝗴𝗴𝗮𝘆𝗮𝗼 and 𝗠𝗿. 𝗥𝗼𝗰𝗸𝘆 𝗝𝗮𝗸𝗲 𝗖. 𝗡𝗴𝗮𝗹𝗼𝗯, further underscored the event’s importance and relevance.

Atty. Bryan C. Donggayao, the Legal Officer for Special Legal Concerns at the Office of the Regional Director of NCIP CAR Regional Office, captivated the audience with his insightful discussion on the relevance and importance of integrating E-Governance in local governance. He delved into the technicalities involved, providing a thorough understanding of the legal terms and background necessary for implementing E-Governance effectively. Atty. Donggayao emphasized how E-Governance could streamline processes, enhance transparency, and improve service delivery, ultimately empowering the community.

Following Atty. Donggayao’s presentation, Mr. Rocky Jake C. Ngalob, Administrative Officer IV of NCIP CAR, took the stage to discuss the impacts of social media on local governance. Mr. Ngalob highlighted both the positive and negative aspects of social media, offering practical advice on how to use it as a tool for effective local governance. He stressed the importance of ethical and responsible social media use, urging leaders to harness its potential for community engagement, information dissemination, and fostering a more connected and informed community.

The event fostered a lively discussion among attendees, who were eager to explore how digital tools could be implemented in their governance practices. The interactive sessions allowed participants to voice their concerns, share experiences, and brainstorm innovative solutions tailored to the unique needs of the Happy Hallow Community.
